On the morning of October 21, 2025, the completion and scale-up exchange event for the world's first offshore wind direct-connected underwater data center demonstration project was held in Shanghai Lingang. The event, themed "Wind Sets a New Course · Data Converges in Lingang," was attended by leaders from relevant national ministries and commissions, municipal government departments, the Lingang New Area Management Committee, some coastal provincial and municipal governments, as well as guests from various industries including data centers, computing chips, new energy, and marine engineering, all gathering to witness the green computing power brought by the blue ocean.

At the event, Wu Xiaohua, Deputy Secretary of the Lingang New Area Party Working Committee, presented the plaque of "International Data Center Edge Computing Node" to the project. This is an important milestone for the Lingang New Area in promoting the deep integration of the digital economy, new energy, and the marine economy, as well as an important measure for Shanghai to serve the national strategy and build a global science and technology innovation center. In the future, policy support and supporting services will continue to be provided for the project, driving more upstream and downstream enterprises to cluster.

In the next step, the underwater data center will be combined with deep-sea and far-sea wind farms to build a larger-scale computing center. At the event, Hailan Cloud held a signing ceremony with Shenergy Group, Shanghai Telecom, Shanghai Yidian, and CCCC Third Harbor Engineering Company, jointly launching a 500 MW offshore wind direct-connected underwater data center strategic cooperation. All parties will work together in areas such as energy supply, network support, computing operations, and engineering construction to promote the scale-up of the project.
