Sea Area Screening
Together with the National Marine Environmental Monitoring Center, island-wide screening was conducted for sea areas suitable for underwater data center construction,
including Sanya, Changjiang, Chengmai, Haikou, Wenchang, Wanning, Lingshui, and other counties and cities;
It is recommended that the sea area be selected within the Qiongdong upwelling-influenced waters on the east coast of Hainan Island, where nearshore seawater temperature
is low (<24.5°C), meeting the underwater data center’s construction need for low-temperature seawater.
Three-Phase Construction Plan
Phase I (2022): Complete deployment of the first 5–6 cabins and complete Phase I shore-station construction (containerized). Estimated investment: RMB 650 million.
Phase II (2023–2024): Reach a total of 50 cabins and complete overall shore-station construction. Estimated investment: RMB 2.8 billion.
Phase III (2025 onward): Reach a total of 100 cabins and form the underwater data center industrial chain. Direct investment: RMB 5.6 billion.
