World's First Offshore Wind Power Integrated Underwater Data Center Zero-Carbon New Infrastructure Benchmark Demonstration Project Begins Construction

On June 17, the EPCI project kickoff ceremony for the Shanghai Lingang Underwater Data Center Demonstration Project was held in Nantong. Wei Fajun, Chairman of Shanghai Hailan Cloud Technology Co., Ltd.; Wang Guangjian, Party Committee Secretary of CCCC Shanghai Harbor Design & Research Institute; Tang Jianming, General Manager of Nantong Ocean Company; and Chen Jianhua, Deputy General Manager of the company, jointly attended the kickoff ceremony.


As the world's first offshore wind power integrated underwater data center zero-carbon new infrastructure benchmark, this project will help Shanghai reach the international forefront in the greening and low-carbonization of computing infrastructure.

It is reported that the Shanghai Lingang Underwater Data Center Project has a total investment of 1.6 billion yuan, with a total construction scale of 24 MW, to be built in two phases. The Phase I demonstration project has a scale of 2.3 MW, with a designed PUE not exceeding 1.15 and a green electricity supply rate exceeding 90%. The main construction work includes demolishing and rebuilding the onshore centralized control center, constructing a new vertical data cabin, and laying two 35 kV main submarine cables.


With its globally leading green computing power innovation solution, the Shanghai Lingang Underwater Data Center Project was successfully included in the National Development and Reform Commission's "List of Green and Low-Carbon Advanced Technology Demonstration Projects (Second Batch)" in April this year. The project achieves the dual-technology fusion innovation of "offshore wind power direct green electricity supply + seawater natural cooling," representing a disruptive solution that deeply integrates marine cooling, wind power energy supply, modular construction, and intelligent operation and maintenance. It will fully utilize offshore wind power resources to provide green and stable electricity for the underwater data center, while leveraging the cooling advantages of the ocean cold source to reduce the data center's energy consumption, achieving the coordinated development of offshore green electricity and underwater computing power.

During the project construction period, the company will leverage its unique technical advantages, equipment advantages, and talent advantages in the port and harbor field, focusing on strengthening safety leadership, scientific management, dynamic regulation, and ecology-first construction measures, to complete all construction tasks in a rapid, orderly, high-quality, and efficient manner, ensuring efficient project delivery.

Once completed, the project will promote the green development of computing power in coastal areas, optimize computing power layout, and further foster efficient coordination and industrial integration between computing power and electricity, providing a sound demonstration for computing power construction in China's coastal areas and along the Maritime Silk Road, and holding significant importance for accelerating the construction of a modern industrial system.
