On the morning of June 10, the Lingang New Area Management Committee, Lingang Investment Holdings, and Shanghai Hailan Cloud Technology Co., Ltd. jointly held a project cooperation signing ceremony, marking the official establishment of the Lingang Underwater Data Center and Supporting Industry Platform Project in the Lingang New Area. Chen Jinshan, Member of the Municipal Standing Committee, Secretary of the Lingang New Area Party Working Committee, and Director of the Management Committee, attended and witnessed the signing.

Chen Jinshan pointed out that the Lingang Underwater Data Center Project aligns with the current theme of green development and will pioneer a new model for underwater data centers, with the aspiration of becoming a paradigm of green computing power. At the same time, building upon this green foundation, the project should integrate the development trends of intelligence and autonomy, proactively engage with Lingang's international data business, pool cooperative forces, and jointly build an innovation-driven development ecosystem. He required all relevant departments of the Management Committee to ensure service guarantees and accelerate project implementation.

Su Yang, General Manager of Hailan Cloud, stated that Hailan Cloud will relocate its headquarters to Lingang and rebrand, with an initial investment of 1.6 billion yuan to build the world's first "wind power + underwater data center" cluster, achieving low-carbon computing power through marine cooling and direct green electricity supply, and establishing the foundation for cross-border data infrastructure. The Lingang Underwater Data Center Project will build an "onshore data, offshore computing" model to support AI/5G computing power demand, pioneer the "wind-computing synergy" model to absorb offshore wind power, and simultaneously explore cross-border data flow mechanisms to serve enterprises expanding overseas. Going forward, it will partner with Shenergy to advance deep-sea wind farm underwater data center projects and establish R&D and construction bases, using the "deep-sea wind power + data center" integrated model to break through the green computing power bottleneck.
Zhao Kai, Chairman of Shenergy Chengyi, stated that Shenergy will draw on its core strengths in the green energy sector, providing stable direct green electricity supply for the Hailan Cloud Lingang Underwater Data Center through integrated development of deep-sea wind power and data centers, enabling its full-lifecycle low-carbon operation. The two parties will explore innovative models, including shared marine engineering facilities and resource sharing, to reduce construction and operating costs and improve efficiency, creating an intensive and intelligent energy-digital integration demonstration project.
Chen Zhihong, Deputy General Manager of Shanghai Telecom, stated that China Telecom Shanghai Branch will leverage its strengths in data center construction and operation to build a benchmark green underwater data center, constructing an "onshore-offshore integrated" ultra-low latency network through all-optical networks and intelligent technologies to ensure efficient interconnectivity. The cooperation includes an "onshore intelligent computing center + underwater data center" hybrid deployment solution, empowering urban digital transformation and injecting new momentum into the high-quality development of Shanghai and the Lingang New Area.
Ma Jun, General Manager of CCCC Third Harbor Engineering Company, stated that the company will actively promote the "offshore wind power + underwater data center" new industry integration model, leveraging its accumulated technology and experience in marine engineering to help Lingang build a computing power hub. During project construction, it will fully deploy its advantages in equipment, technology, and talent to ensure engineering safety, quality, and progress, practice green construction principles, and efficiently complete construction tasks. The ultimate goal is to achieve mutual benefit and win-win results, contributing to the development of the Lingang New Area through coordinated and efficient implementation.
The Lingang Underwater Data Center Project has a total investment of 1.6 billion yuan and a total construction scale of 24 MW, to be built in two phases. The Phase I demonstration project has a scale of 2.3 MW, with a designed PUE not exceeding 1.15 and a green electricity supply rate exceeding 97%, and will create the nation's first offshore wind power integrated data center.

At the signing ceremony, Hailan Cloud simultaneously signed cooperation agreements with ecosystem partners including Shenergy, Shanghai Telecom, CCCC Third Harbor Engineering Company, Biren Technology, and Linke Zhihua. This collaboration brings together full industry chain resources spanning "green and low-carbon, indigenous innovation, intelligent computing power, and cross-border data," jointly building a green intelligent computing power ecosystem.
